It was determined that if the computer is joined to domain, therefore the above GPO applies, that’s when and only when we have problem installing Office. We had no issues with other software though, like Adobe and Java.

We could of course run installation without joining domain, but it’s not the way it was done here. I had the same problem with Windows 8. Once finished installation, I re-enabled CryptoBlocker. Now I know to install Office before joining the domain; but if I forget it’s no big deal to un-link the GPO for 5 minutes.
